Ridgewell fitness expansion approved

The Town of Marbletown Planning Board meeting on Monday April 27 began with the announcement that John Farrar has transitioned to the zoning board of appeals as a member, and Zak Gumple has been appointed from planning board alternate to full member.

First on the agenda, the Ulster Savings Bank site plan amendment for 3885 Main Street in Stone Ridge. The applicant, John Finch, EVP/COO, is represented by Nadine Carney, PLLC of Peak Engineering. The bank is requesting a site plan amendment with the building smaller than the original plan, and parking in rear. Everything is in order, so the public hearing closed and the determination was approved. 

Next up was Michael Tumminia of Ridgewell Fitness at 3555 Main Street in Stone Ridge requesting a site plan amendment approval.

Tumminia said, “So we had submitted an application for an expansion of approximately 825 square foot to the north side of the building. The space would be used for adding more cardiovascular equipment. The main question from the last meeting was, do we have sufficient parking. We have added to the site plan the calculation of the parking. That was the only outstanding issue.” The public hearing opened. One gentleman said that he supports it, and that both his daughters received physical therapy at the site. The public hearing closed. The determination was approved. 

Owners Joshua and Murphy Goleman with agent William Eggers L.S. c/o Medenbach, Eggers & Carr at 821 Lapla Road with approximately 26 acres, are requesting a three-lot minor subdivision. All requested information has been received. The application was approved and the public hearing closed. 

Owner KSV Properties, LLC with agent Ken Lytle, Zen Consultants, Inc. for 15.60 acres on Ashokan Road, are requesting a three-lot minor subdivision, and were waiting for State Historic Preservation Office (SHPO) environmental and historical concerns. Everything has now been submitted. The determination was approved.

A new application for Fourth St. Rock Cliff House with owner Dennis Curran from applicant David Wyncoop represented by Chris Diciaro P.E. for property at 1203 Fourth Street in High Falls on five acres. They are requesting a special use permit and site plan approval.

Wyncoop said, “We bought the Rock Cliff House in December, and our intentions are to create an eight-room inn, and a full-service restaurant, and kind of a little provisions area to sell local things. There will be a reception area for the inn, and people can get coffee at the provisions area, so they don’t have to wait for the restaurant to open.”

Two special use permits were approved for the restaurant and the inn, with the 300 ft. provisions area part of the restaurant. The application was accepted, and the public hearing set for May 18. They will need to show layout of building and parking areas. 

A new Application for Turtle Back Ridge at 27 Knolls Road, High Falls owned by Rick Alfrandre and Vicki Koenig with agent Chris Zell PE of Brinnier & Larios. The property includes 16 acres they are requesting a lot line adjustment involving conveyance of lands between parcels and creation of a flag lot. The application was accepted, and the determination was approved.

A new application from Owner William Symons with agent William Eggers LS c/o Medenbach, Eggers & Carr for 23 acres at 131 and 171 Buck Road, Stone Ridge is requesting approval for a three-lot minor subdivision, including creation of one flag lot and two residential building lots. Shawn Marks worked with Symons on the determination through various iterations. The determination was approved. 

A new application for Jumpseed Inc. c/o Katherine Franke on 21 acres at 115 Buck Road in Stone Ridge with agent Barry Medenbach PE c/o Medenbach, Eggers & Carr are requesting a special use permit for a bed & breakfast use within an existing dwelling, including associated site improvements. 

“The main house had five bedrooms and we’re keeping it that way. There is no kitchen; the previous owners’ daughter had left a pizza box on the stove and there was a fire. So we are going to put a kitchen in and we’re upgrading the bathrooms and bringing it into compliance with what the code requires for a B&B, but we’re adding parking as we’re supposed to. The house is in pretty good shape despite its age. There’s a cottage behind the house, and that’s where I’m going to live. It is being spiffed up a little bit.”

The application was accepted and public hearing set for May 18.

A new application for owners Ronald VanAken, and Kenworthy Kaufman with agent William Eggers L.S. for 201 acres at 4366 Route 209 Stone Ridge requesting subdivision approval to divide an existing parcel into two lots 

The land has been in the family for over a hundred years. The shares are being divided, crossing the street. One inheritor is planning to continue farming operations, growing corn and sunflowers.

The application was accepted, and the public hearing set for May 18.

A new application for Murer Woods on 29 acres on 2097 Route 28A West Hurley, owner Jeanine Bravo, by applicant Andrew Horlock c/o Kaaterskill Associates with agent Darrin Elsom c/o Kaaterskill Associates requesting a minor subdivision approval to create four residential lots, including proposed flag lots.

Horlock said, “I am representing Jeanine Bravo. It is a four-lot subdivision on 28A right across the street from the Ashokan Reservoir. We are doing four lots on 20 acres. We have check site locations for all driveway locations. Each lot will have its own well and a septic. That wraps up the main stuff. This property has a corner in Olive Bridge, and we will not develop that part at all. The wetlands are all in the interior.”

Horlock hired a wetlands specialist who analyzed the plant life and took soil samples to study. The board was very interested in how this was plotted. Horlock went with the map drawn by the specialist and figured out the precise area.
